This is what someone replied with in the fansub wiki of flames:

“Bakumatsu apparently has some very difficult language to translate(old dialects and much knowledge/research needed). If it does get subbed, it will likely either take some time, or be a very very shi*** job.”

Hopefully someone will pick this up, even if it is difficult.
